Intramural Scientific Information Officer

The Intramural Scientific Information Officer advises the NHLBI Chief Information Officer, the NHLBI Scientific and Clinical Directors, NHLBI Leadership, and experts throughout the Division of Intramural Research (DIR) within the NHLBI on scientific IT strategies related to clinical and basic research objectives.
ABOUT THE POSITION
• Provides vision and strategic planning for scientific computing and IT resources that support clinical and basic science research within the NHLBI DIR;
• Serves as the liaison between the NHLBI DIR and NHLBI/NIH IT organizations to foster collaboration and innovation while representing the specialized needs of the DIR in developing IT resources to advance clinical and basic research;
• Opportunities to collaborate with DIR clinical and basic scientists in the development and implementation of scientific computing approaches in areas such as artificial intelligence, machine learning, bioinformatics, or molecular dynamics;
• Participates in trans-NIH scientific computing organizations such as the Information Technology Management Committee, Artificial Intelligence, Data Science in Biomedicine, and Bioinformatics Scientific Interest Groups;
• Assesses the impact of cyber security policies and requirements on the scientific research mission of the DIR and represents their needs and viewpoints to the NHLBI Chief Information Security Officer;
• Participates with other NIH IT leaders in advisory groups to the NIH IT leadership, including the NIH CIO, while representing the scientific research interests of the NHLBI DIR;
• Reports to the Associate Director for Data Science within the NHLBI Information Technology and Applications Center, Office of Management, Office of the Director, NHLBI;
• Leads, mentors, and develops the members of the Office of Scientific Information into a cohesive high-performing technical team to achieve their goals;
o Collaborates with research partners to plan, develop, and execute scientific IT strategies in support of clinical and basic science research objectives within the NHLBI DIR;
o Recommends and informs NHLBI policies on scientific computing, data, technology, and security in support of the DIR’s scientific mission;
o Communicates and champions the scientific computing needs of the DIR in context of the current computing infrastructure to guide priorities and budgetary decisions;
o Evaluates tools and technologies to assess current scientific computing needs, and evolving scientific requirements.
ABOUT YOUR BACKGROUND
• A Master’s degree or Ph.D. in computer science, bioinformatics, physics, chemistry, information systems, engineering, or a related discipline (advanced degree preferred);
• No less than 10 years of overall experience in IT-related fields;
• No less than 5 years of management experience leading a team with diverse technical skills;
• Demonstrated ability to successfully and effectively manage collaborations;
• Demonstrated track record of successful negotiations and resource appropriation
• Demonstrated expertise in one or more of the following scientific technical areas: HPC design and administration, database implementation and management, scientific computing, big data analytics, bioinformatics, scientific simulations or data analysis, image processing, machine learning, cloud computing or related fields;
• Experience evaluating technologies and products, contrasting capabilities and making recommendations, and presenting results to senior leaders;
• Solid interpersonal, leadership, and critical thinking skills;
• Excellent written and oral communication skills.
ADDITIONAL INFORMATION
• Location: 9000 Rockville Pike, Bethesda, Maryland, which is bus/bicycle/Metro (Red Line: Medical Center) accessible
• Little to no travel is anticipated
• Employment type: full-time government employee
• Salary range: up to $219,200/year, which will be commensurate with education and experience
