Position Summary:
Children’s National Health System is currently seeking a candidate for the new Chief Research Information Officer (CRIO) position accountable for defining and delivering Research IT strategy and developing research IT infrastructure capabilities across the enterprise. The successful candidate will be an Assistant, Associate, and/or Full Professor with an MD and/or PhD degree holding appointments at Children’s National Health System and George Washington University. The position will have dual reporting to the Chief Research Officer and the VP/ Chief Medical Information Officer/Chief Information Officer (CIO). The CRIO will be responsible for collaboration with IT professionals, investigators, faculty and trainees to create a translational research and clinical information system which includes a varied community of researchers, clinicians, administrators and partners. The CRIO will serve as technical expert for computing technologies and software utilized in research computing, and as liaison for research computing with research leadership, investigators, trainees, biostatistics/informatics, the Bear Institute and George Washington University School of Medicine. The CRIO will utilize depth of analytics and tool specific expertise to recommend leading edge solutions to users that meet the expressed and unexpressed future needs of researchers. In addition, the CRIO will identify opportunities and innovations in research informatics, lead clinical research informatics educational activities, participate in organizational health IT governance committees, and represent Children’s National in local, regional, national and international informatics research efforts.
Most importantly, the CRIO will be responsible for developing strategic plans and systems to integrate research, clinical care delivery and education during a critical time of strategic growth of the research enterprise. The position will be a critical member of CRI leadership team leading development of the Children’s National Research and Innovation Campus at the former Walter Reed Army Medical campus.
Key Responsibilities:
Strategy:
As a member of the senior management team, lead the formulation of the organization’s research information technology strategic plan including the development of the Children’s National Research and Innovation Campus at Walter Reed and high performance computing to support basic and translational research.
Links the research mission and strategy to IT strategy, and is responsible for the overall execution of various IT services and projects supporting Research.
Proactively advise the senior management team on the emerging technologies and digital trends that are most relevant to support the organization’s strategic goals and evolving needs or the research enterprise.
Help determine capital investment parameters, priorities and risks for IT initiatives to support research strategic priorities and to maximize the return on investment.
Responsible for developing strategic plans and systems to integrate clinical care delivery, research and education.
Leadership:
Develop a Research IT vision, strategy, and a roadmap, and lead the IT team as well as internal stakeholders, and external partners in the effective execution.
Identify and pursue new business opportunities and partnerships.
Ensure, on an ongoing basis, that current and planned technical architecture, investments and solutions are aligned with organization’s research and business objectives.
Prepare and monitor IT operational budgets that meet prevailing objectives and constraints.
Develop and execute an analytics program that will allow organizational leaders to make data-based decisions.
Build strong relationships with leaders and users across the enterprise, and develop a detailed understanding of their issues, challenges and opportunities.
Implement the most appropriate and effective IT organizational design to support and engage with the research community.
Ensure transparency and collaboration between the IT organization and all stakeholders.
Research IT Operations:
Direct the design, planning, implementation, and maintenance of the research computing infrastructure.
Charged with planning, budgeting, implementing and supporting the computing resources (e.g., servers, clusters, systems, data warehouses, etc.) required to meet the research needs of the research enterprise with a special emphasis on high performance computing and big data.
Represent the CRI on internal and external committees, workgroup and national organizations.
Establish metrics for managing Research IT effectiveness and for measuring the impact of IT on research enterprise objectives.
Establish appropriate service levels and the processes to ensure that desired outcomes are achieved.
Maintain oversight of all Research IT projects, ensuring that commitments are properly planned, staffed, monitored and reported.
Lead with others a comprehensive enterprise information security program to ensure the integrity, confidentiality and availability of relevant data.
Partner in the design and implementation of an enterprise-wide disaster recovery and research continuity plan.
Establish and enforce IT policies, processes, portfolio management, development standards and methodologies.
Monitor the industry for developments in IT operations; evaluate and implement relevant new tools and service management frameworks.
Review, recommend, and oversee all vendors and managed service agreements for research computing and specialized equipment.
Innovation and Transformation:
Drive digital transformation and research growth through innovation and the implementation of technology.
Identify and evaluate emerging technologies, and the ability to apply these in the service of the key research and business goals.
Lead major change initiatives effectively by applying change management processes.
Experience building an enterprise level data analytics capability to support research, clinical care and education.
Build strong and effectively manage partnerships with external collaborators and technology vendors to ensure the best performance and financial return.
Demonstrated experience with SaaS, cloud-based, and outsourced solutions through third party providers.
Team Development:
Hire, develop, evaluate, reward, and retain a highly-qualified team of IT professionals.
Foster a culture of innovation, transparency and accountability in Research IT.
Promote a “customer-first” mentality at all levels of the IT organization.
Ensure that the organization has strong systems analysis and project management skills, and the ability to execute research-critical projects.
Develop and maintain a plan that provides for succession and continuity in the most critical research IT positions.
Minimum Education:
MS degree in biomedical informatics, epidemiology, computer sciences, statistics or related fields. MD, or PhD doctoral is preferred.
Experience:
Five years or more of informatics research experience is required. Appropriate certifications (eg, Data Science, Clinical Informatics board, or others) are desired

Outstanding organizational skills and the ability to manage multiple priorities in a fast paced, high pressure environment.
A strong background in operational and capital finances, and IT budget development Understands ITIL and other service management frameworks, and how to scale and implement them.
